New Year despair for Japan's nuclear refugees

As most of Japan prepares to ring in the New Year at the end of a traumatic 2011, refugees from the country's nuclear crisis relocated far from home say they have nothing to celebrate.

All over the country families will gather for a midnight trip to a shrine, many donning traditional kimono for the centrepiece of several days of celebration during one of Japan's most important festivals.

But for the many tens of thousands of people forced to flee when reactors at Fukushima Daiichi began spewing radiation, festivities are a long way from their thoughts.

Many of the 1,000 or so refugees holed-up in a 36-storey Tokyo tower block say their mood will be altogether downbeat, after a devastating year which saw their hometowns engulfed by the worst nuclear crisis in a generation.

"I can't say a Happy New Year this year as I don't feel happiness," said Yuji Takahashi, who has been in the government-owned block since April.

Takahashi was one of tens of thousands of people ordered to leave their homes after the 9.0 magnitude earthquake of March 11 sent a huge tsunami crashing into Fukushima Daiichi.

The atomic plant's cooling systems were knocked out and reactors went into dangerous meltdown releasing radioactive particles into the air, sea and food chain.

Elsewhere along the coast 20,000 people were killed and many made homeless as the waves crushed whole towns.

In happier times Takahashi's extended family would gather at his home in Tomioka, six kilometres (four miles) from the nuclear plant to drink sake and eat special "osechi" dishes made for New Year from home-grown vegetables.

"It was so cheerful and enjoyable, but I can't do that this year," the 68-year-old former schoolteacher told AFP.

"My life has completely changed. I don't know how long I will have to live like this.

"That is the most stressful thing. I would almost rather that the government said we have to abandon hope of ever going back home. I'm trying to be prepared for the worst."

Japan has said decommissioning the tsunami-wrecked reactors at Fukushima could take as long as 40 years, and some areas around the plant could be uninhabitable for decades.

Shigeko Sasaki, another nuclear refugee whose house in Namie was swept away by the tsunami is angry at the government for its insensitivity in housing her in a bayside apartment building.

"I feared water the most," Sasaki said. "Why did (the government) put people like me into somewhere so close to the sea? At first, I thought I couldn't live here."

After nearly ten months, 61-year-old Sasaki says she has finally grown accustomed to looking at the sea that so cruelly shattered her life, but has not stopped worrying about the future.

"We have to find a place to settle down, and everybody who I'm now getting along with here will disperse again," Sasaki said, referring to the government's pledge to close shelters as early as April 2013.

In mid-December, Prime Minister Yoshihiko Noda announced the country finally had control of leaking reactors at Fukushima, in what authorities say is a vital step on the long road to recovery.

The government now plans to reclassify a 20-kilometre no-go zone around the plant in April into three categories based on levels of radiation.

But Kozo Misawa, 69, whose house and restaurant are in an area that may be reclassified as "habitable" says it doesn't matter what official pronouncements are made because the communities who lived there have been destroyed.

"The government can easily say, 'It's settled down. You may go home,' but how come we regain our life there?" Misawa said.

He said even if the no-go zone is relaxed, many of the shops, restaurants and hospitals that make up a town may remain shut.

Many families have also already decided that the unknown health risks of returning to their homes are not worth taking.

With no confidence in reopening his restaurant in Minamisoma, north of the plant, Misawa is undecided about whether to return home when the time comes.

"It's tough to live without knowing where to go," he said. "Being in limbo is a heavy burden."

Asked if he plans to send New Year greeting cards -- Japan's major New Year tradition -- Misawa replied: "No. I have decided to skip it this year. We are not in a mood to write, 'A happy new year.'"

Taliban prisoner at Gitmo key to peace talks?

WASHINGTON?? The Obama administration is considering transferring to Afghan custody a senior Taliban official suspected of major human rights abuses as part of a long-shot bid to improve the prospects of a peace deal in Afghanistan, Reuters has learned.

The potential hand-over of Mohammed Fazl, a "high-risk detainee" held at the Guantanamo Bay military prison since early 2002, has set off alarms on Capitol Hill and among some U.S. intelligence officials.

As a senior commander of the Taliban army, Fazl is alleged to be responsible for the killing of thousands of Afghanistan's minority Shiite Muslims between 1998 and 2001.

According to U.S. military documents made public by WikiLeaks, he was also on the scene of a November 2001 prison riot that killed CIA operative Johnny Michael Spann, the first American who died in combat in the Afghan war. There is no evidence, however, that Fazl played any direct role in Spann's death.

Senior U.S. officials have said their 10-month-long effort to set up substantive negotiations between the weak government of Afghan President Hamid Karzai and the Taliban has reached a make-or-break moment. Reuters reported earlier this month that they are proposing an exchange of "confidence-building measures," including the transfer of five detainees from Guantanamo and the establishment of a Taliban office outside of Afghanistan.

Now Reuters has learned from U.S. government sources the identity of one of the five detainees in question.

The detainees, the officials emphasized, would not be set free, but remain in some sort of further custody. It is unclear precisely what conditions they would be held under.

In response to inquiries by Reuters, a senior administration official said that the release of Fazl and four other Taliban members had been requested by the Afghan government and Taliban representatives as far back as 2005.

The debate surrounding the White House's consideration of high-profile prisoners such as Fazl illustrates the delicate course it must tread both at home and abroad as it seeks to move the nascent peace process ahead.

One U.S. intelligence official said there had been intense bipartisan opposition in Congress to the proposed transfer.

"I can tell you that the hair on the back of my neck went up when they walked in with this a month ago, and there's been very, very strong letters fired off to the administration," the official said on condition of anonymity.

The senior administration official confirmed that the White House has received letters from lawmakers on the issue. "We will not characterize classified Congressional correspondence, but what is clear is the President's order to us to continue to discuss these important matters with Congress," the official said.

Even supporters of a controversial deal with the Taliban ? a fundamentalist group that refers to Americans as infidels and which is still killing U.S., NATO and Afghan soldiers on the battlefield ? say the odds of striking an accord are slim.

Critics of Obama's peace initiative remain deeply skeptical of the Taliban's willingness to negotiate, given that the West's intent to pull out most troops after 2014 could give insurgents a chance to reclaim lost territory or push the weak Kabul government toward collapse.

The politically charged nature of the initiative was on display this month when the Karzai government angrily recalled its ambassador from Doha and complained Kabul was being cut out of U.S.-led efforts to establish a Taliban office in Qatar.

U.S. officials appear to have smoothed things over with Karzai since then. Karzai's High Peace Council is signaling it would accept a liaison office for the Taliban office in Qatar - but also warning foreign powers that they cannot keep the Afghan government on the margins.

The detainee transfer may be even more politically explosive for the White House. In discussing the proposal, U.S. officials have stressed the move would be a 'national decision' made in consultation with the U.S. Congress.

Obama is expected to soon sign into law a defense authorization bill whose provisions would broaden the military's power over terrorist detainees and require the Pentagon to certify in most cases that certain security conditions will be met before Guantanamo prisoners can be sent home.

The mere idea of such a transfer is already raising hackles on Capitol Hill, where one key senator last week cautioned the administration against negotiating with "terrorists."

Sen. Saxby Chambliss, the top Republican on the Senate Intelligence Committee, said such detainees would "likely continue to pose a threat to the United States" even once they were transferred.

In February, the Afghan High Peace Council named a half-dozen it wanted released as a goodwill gesture. The list included Fazl; senior Taliban military commander Noorullah Noori; former deputy intelligence minister Abdul Haq Wasiq; and Khairullah Khairkhwa, a former interior minister.

All but Khairkhwa were sent to Guantanamo on January 11, 2002, according to the military documents, meaning they were among the first prisoners sent there.

Bruce Riedel, a former CIA and White House official, said Fazl was alleged to have been involved in "very ugly" violence against Shiites, including members of the Hazara ethnic minority, beginning in the late 1990s, and the deaths of Iranian diplomats and journalists at the Iranian consulate in the northern Afghan city of Mazar-i-Sharif in 1998.

Michael Semple, a former UN official with more than two decades of experience in Afghanistan, said Fazl commanded thousands of Taliban soldiers at a time when its army carried out massacres of Shiites. "If you're head of an army that carries out a massacre, even if you're not actually there, you are implicated by virtue of command and control responsibility," he said.

He added: "However it does not serve the interests of justice selectively to hold Taliban to account, while so many other figures accused of past crimes are happily reintegrated in Kabul."

Some U.S. military documents ? select documents have been released, others were leaked ? indicate that Fazl denied being a senior Taliban official and says he only commanded 50 or 60 men. But the overall picture of his role is unclear from the documents which have become public.

Richard Kammen is an Indiana lawyer who has nominally represented Fazl; the detainee did not want an attorney.

"Based upon the public information with which I'm familiar, it would appear his role in things back in 2001 has been significantly exaggerated by the government," Kammen said.

According to the documents, Fazl and Noori surrendered to Abdul Rashid Dostum, now Afghanistan's army chief of staff but at the time a powerful warlord battling against the Taliban, in northern Afghanistan in November 2001.

While the men were being held at the historic Qala-i-Jani fortress in Mazar-i-Sharif, Taliban prisoners revolted against their captors from the Northern Alliance, the anti-Taliban coalition.

"Dostum brought (Fazl and Noori) to the bunker to ask the prisoners to surrender; detainee and (Noori) refused," the detainee assessment from a 2008 document read.

Spann, a one-time Marine captain who was sent to Afghanistan as a CIA operative in the fall of 2001, was trying to locate al-Qaida operatives at the Mazar fortress among a large group of Taliban soldiers who had surrendered, according to the CIA and media reports at the time. When the Taliban prisoners began to riot ? many of them were apparently armed ? Spann was surrounded and killed. After a bloody, multi-day battle his body was later found booby-trapped.

Even a loose association between Fazl and Spann's death ? despite the fact there is nothing to suggest he was directly involved ? is likely to increase the temperature of the debate in Washington.

What could be problematic for some Afghans is Fazl's identification with the killing of civilians in central and northern Afghanistan.

"The composition and timing of any release has got to pay attention to Northern Alliance concerns," Semple said.

Buy-in from supporters of that alliance - and from those wary of a resurgent Taliban - will be key in making a peace deal stick, if one can be had.

Despite the congressional concerns that released Taliban will return to the battlefield, Semple said it was unlikely even prisoners like Fazl ? who truly was a significant military figure for the Taliban ? would alter that equation.

"These people are not going to make a real contribution to the Taliban war effort even if they are able to go over to Quetta and rejoin the fight. It's not risky in battlefield terms; it's only risky in U.S. political terms."

NKoreans salute, cry for late leader Kim Jong Il (AP)

PYONGYANG, North Korea ? North Korea's next leader escorted his father's hearse in an elaborate state funeral on a bitter, snowy day Wednesday, bowing and saluting in front of tens of thousands of citizens who wailed and stamped their feet in grief for Kim Jong Il.

Son and successor Kim Jong Un was head mourner on the gray day in Pyongyang, walking with one hand on the black hearse that carried his father's coffin on its roof, his other hand raised in salute, his head bowed against the wind.

At the end of the 2 1/2-hour procession, rifles fired 21 times as Kim Jong Un stood flanked by the top party and military officials who are expected to be his inner circle of advisers. Kim then saluted again as goose-stepping soldiers carrying flags and rifles marched by.

Although analysts say Kim Jong Un is on the path toward cementing his power and all moves in North Korea so far ? from titles giving him power over the ruling party and military and his leading position in the funeral procession ? point in that direction, his age and inexperience leave questions about Kim's long-term prospects. Whereas his father was groomed for power for 20 years before taking over, the younger Kim has had only about two years.

He also faces the huge challenges of running a country that struggles to feed its people even as it pursues a nuclear weapons program that has earned it international sanctions and condemnation.

Kim Jong Il ? who led with absolute power after his father Kim Il Sung's death in 1994, through a famine that killed hundreds of thousands and the pursuit of nuclear and missile programs ? died of a heart attack Dec. 17 at age 69.

Mourners in parkas lined the streets of Pyongyang, waving, stamping and crying as the convoy bearing his coffin passed. Some struggled to get past security personnel holding back the crowd.

"How can the sky not cry?" a weeping soldier standing in the snow said to state TV. "The people ... are all crying tears of blood."

The dramatic scenes of grief showed how effectively North Korea built a personality cult around Kim Jong Il despite chronic food shortages and decades of economic hardship.

A large challenge for North Korea's propaganda apparatus will be "to counter the public's perception that the new leader is a spoiled child of privilege," said Brian Myers, an expert on North Korean propaganda at Dongseo University in Busan, South Korea.

"Having Kim Jong Un trudge mournfully next to the hearse in terrible weather was a very clever move," Myers said.

Even as North Koreans mourned the loss of the second leader the nation has known, the transition of power to Kim Jong Un was well under way. The young man, who is in his late 20s, is already being hailed by state media as the "supreme leader" of the party, state and army.

Kim wore a long, dark overcoat as he strode alongside his father's hearse accompanied by top party officials behind him and key military leaders on the other side of the limousine ? a lineup that was a good look at who will be the core leadership in North Korea.

North Korea now turns to Thursday's memorial ceremony. Although there will be tributes to Kim Jong Il, the country will be turning toward Kim Jong Un, analysts said.

"The message will be clear: Kim Jong Un now leads the country and there is no alternative," said Kim Yeon-su, a North Korea expert at the state-run Korea National Defense University in South Korea.

There will also be more attention paid to the inner circle forming around Kim Jong Un.

On Wednesday, he was accompanied by Jang Song Thaek, Kim Jong Il's brother-in-law and a vice chairman of the powerful National Defense Commission, who is expected to be crucial in helping Kim Jong Un take power.

Also escorting the limousine were military chief Ri Yong Ho and People's Armed Forces Minster Kim Yong Chun. Their presence indicates they will be important players as the younger Kim consolidates his leadership. Top Workers' Party officials Choe Thae Bok and Kim Ki Nam and senior military officer Kim Jong Gak also took prominent positions.

The early part of Wednesday's funeral ceremony was shrouded in secrecy, as in 1994, when Kim Il Sung died. Back then, Kim Jong Il and top officials held a private, hourlong ceremony inside the Kumsusan palace before the procession through the city, according to his official biography.

Pyongyang's foreign diplomats were invited to attend the procession, though few other outsiders appeared to be allowed into the country for the funeral. One foreign diplomat in Pyongyang, who asked not to be named because of the sensitive nature of her work, said funereal music played and people wept as the convoy left Kumsusan followed by a large number of vehicles and army jeeps.

After showing taped footage of mourners and documentaries of Kim Jong Il, state TV began airing the procession, showing cars moving slowly through the snowy city, led by a limousine carrying a huge portrait of a smiling Kim Jong Il.

Wednesday's procession had a stronger military presence than 1994.

Kim Jong Il, who ushered in a "military first" era when he took power, celebrated major occasions with lavish, meticulously choreographed parades designed to show off the nation's military might, such as the October 2010 display when he introduced his son to the world.

Kim Jong Un was made a four-star general and appointed a vice chairman of the Central Military Commission of the ruling Workers' Party last year.

After the funeral, the young Kim is expected to solidify his power by formally assuming command of the 1.2 million-strong military, and becoming general secretary of the Workers' Party and chairman of the party's Central Military Commission, said Yoo Ho-yeol, a professor at Korea University in South Korea.

Kim Jong Il's two other sons, Kim Jong Nam and Kim Jong Chol, were not spotted at the procession.

SYDNEY (AP) ? A giant saltwater crocodile named Elvis with an apparent affinity for household machinery charged at an Australian reptile park worker Wednesday before stealing his lawn mower.

Tim Faulkner, operations manager at the Australian Reptile Park, north of Sydney, was one of three workers tending to the lawn in Elvis' enclosure when he heard reptile keeper Billy Collett yelp. Faulkner looked up to see the 16-foot (5-meter), 1,100-pound (500-kilogram) crocodile lunging out of its lagoon at Collett, who warded the creature off with his mower.

"Before we knew it, the croc had the mower above his head," Faulkner said. "He got his jaws around the top of the mower and picked it up and took it underwater with him."

The workers quickly left the enclosure. Elvis, meanwhile, showed no signs of relinquishing his new toy and guarded it closely all morning.

Eventually, Faulkner realized he had no other choice but to go back for the mower.

Collett lured Elvis to the opposite end of the lagoon with a heaping helping of kangaroo meat while Faulkner plunged, fully clothed, into the water. Before grabbing the mower, however, he had to search the bottom of the lagoon for two 3-inch (7-centimeter) teeth Elvis lost during the encounter. He quickly found them and escaped from the pool, unharmed and with mower in tow.

Though many may question the wisdom of going after a couple of teeth with a massive crocodile lurking just feet away, Faulkner said finding them was critical. "They clog up the filter systems," he said.

And, he said, "They're a nice souvenir."

Elvis has a history of crankiness and has lunged at staff before, though this is the first time he has stolen something from one of the workers. The croc was initially captured in the northern Australian city of Darwin, where he had been attacking fishing boats. He was then moved to a crocodile farm, where he proceeded to kill his two crocodile girlfriends.

In 2008, he was moved to the reptile park, where he has enjoyed solitary confinement in his own enclosure.

"When they are the dominant croc, they're just full of testosterone," Faulkner said. "He's got his beautiful own yard, he wants to be a solitary creature. He's happy."

Despite having to give up the lawn mower, Elvis was clearly pleased with himself, Faulkner said.

"He's beaten us today ... he's kingpin," Faulkner said. "He's going to be walking around with his chest puffed out all day."

As for the staff at the reptile park?

"I can't lie, the bosses are not going to be happy about the cost of a new lawn mower," Faulkner said with a laugh. "(But) we love it. No one's injured ... and when you get scared and it all turns out to be good, it's actually quite enjoyable."

Japan, India strike $15b currency deal

Japan and India have struck a $15 billion currency swap deal that could support the sagging rupee as Japanese premier Yoshihiko Noda made a lightning trip to New Delhi to push closer ties.

The deal was part of a slew of agreements clinched by India and Japan, which is seeking to forge stronger alliances in the Asian region as a counterweight to China's growing might.
??
"I am convinced we need to strengthen the economic partnership," said Noda, whose country sees India an attractive market with its increasingly affluent middle class, especially with the European and US economies slowing.
??
"Japan has technology and capital while India has a young workforce as well as abundant demand for infrastructure," he said, calling the "complementarity" between the second- and third-largest Asian economies "unmatched".
??
Coming on the heels of a trip to China where the main focus was on political diplomacy, heightened by the aftermath of the death of North Korean leader Kim Jong-Il, Noda's visit to India stressed economic relations.
??
The currency swap, under which Japan could lend India dollars to defend the ailing rupee, is an expansion of a $3 billion accord that expired earlier this year.
??
"Japan and India will expand their currency swap from a current $3 billion to $15 billion," Noda told a news conference in the Indian capital late Wednesday at the close of his 36-hour trip.
??
Japan, which has $1.2 trillion in foreign currency reserves, has been moving to enhance its global financial role, and struck a similar swap accord with South Korea in October.
??
The currency agreement is an extra weapon for India, which has $300 billion in reserves, to use in propping up the rupee.
??
The rupee has slid 15 percent this year against the dollar as overseas investors have withdrawn funds as they hunt for safe havens in the midst of global financial turmoil.

Prime Minister Manmohan Singh said he was "extremely happy" with the outcome of his talks with Noda.

The two leaders said a landmark free-trade pact signed in February under which the high-tech nation and the South Asian giant will scrap tariffs on 94 percent of goods within a decade had huge potential for boosting commerce.

The countries' two-way trade stands at around $14 billion and is targeted? to rise to $25 billion by 2014 -- but that sum is still a fraction of Japan's $340-billion trade with China.

Noda also announced a $4.5-billion investment in an ambitious $100-billion infrastructure plan to create a manufacturing and freight corridor from New Delhi to financial hub Mumbai as well as $1.7 billion in loans for rapid transit and conservation projects.

The two countries also said nuclear negotiations that stalled after the Fukushima nuclear disaster in March 2011 were headed in the "right direction."

Japan and India launched talks in June 2010 on a nuclear cooperation pact that would allow Tokyo to export its cutting-edge technology to the energy-hungry South Asian nation, a hotly contested market for atomic plants.

Japan is worried that nuclear-armed India has not signed the Nuclear Non-Proliferation Treaty. But Japanese government spokesman Nori Shikata told reporters that "as a matter of basic policy we're interested in promoting use of Japanese civilian nuclear technology in India".

Prime Minister Noda said use of civilian nuclear technology could help India lower carbon emissions blamed for global warming but added he could not say when the talks might produce an agreement.

Ties between the countries have warmed only in recent years. Tokyo was traditionally a big lender to India but not a significant business partner and it was a strong critic of New Delhi?s unexpected 1998 nuclear weapons test.

Abortion, immigration changes among new 2012 laws (AP)

Girls seeking abortions in New Hampshire must first tell their parents or a judge, some employers in Alabama must verify new workers' U.S. residency, and California students will be the first in the country to receive mandatory lessons about the contributions of gays and lesbians under state laws set to take effect at the start of 2012.

Many laws reflect the nation's concerns over immigration, the cost of government and the best way to protect and benefit young people, including regulations on sports concussions.

Alabama, with the country's toughest immigration law, is enacting a key provision requiring all employers who do business with any government entity to use a federal system known as E-Verify to check that all new employees are in the country legally.

Georgia is putting a similar law into effect requiring any business with 500 or more employees to use E-Verify to check the employment eligibility of new hires. The requirement is being phased in, with all employers with more than 10 employees to be included by July 2013.

Supporters said they wanted to deter illegal immigrants from coming to Georgia by making it tougher for them to work. Critics said that changes to immigration law should come at the federal level and that portions of the law already in effect are already hurting Georgia.

"It is destroying Georgia's economy and it is destroying the fabric of our social network in South Georgia," Paul Bridges, mayor of the onion-farming town of Uvalda, said in November. He is part of a lawsuit challenging the new law.

Tennessee will also require businesses to ensure employees are legally authorized to work in the U.S. but exempts employers with five or fewer workers and allows them to keep a copy of the new hire's driver's license instead of using E-Verify.

A South Carolina law would allow officials to yank the operating licenses of businesses that don't check new hires' legal status through E-verify. A federal judge last week blocked parts of the law that would have required police to check the immigration status of criminal suspects or people stopped for traffic violations they think might be in the country illegally, and that would have made it a crime for illegal immigrants to transport or house themselves.

California is also addressing illegal immigration, but with a bill that allows students who entered the country illegally to receive private financial aid at public colleges.

Many laws aim to protect young people. In Colorado, coaches will be required to bench players as young as 11 when they're believed to have suffered a head injury. The young athletes will also need medical clearance to return to play.

The law also requires coaches in public and private schools and even volunteer Little League and Pop Warner football coaches to take free annual online training to recognize the symptoms of a concussion. At least a dozen other states have enacted similar laws with the support of the National Football League.

People 18 and under in Illinois will have to wear seat belts while riding in taxis for school-related purposes, and Illinois school boards can now suspend or expel students who make explicit threats on websites against other students or school employees.

Florida will take control of lunch and other school food programs from the federal government, allowing the state to put more Florida-grown fresh fruit and vegetables on school menus. Agriculture Commissioner Adam Putnam says the change will help children eat healthier.

A California law will add gays and lesbians and people with disabilities to the list of social and ethnic groups whose contributions must be taught in history lessons in public schools. The law also bans teaching materials that reflect poorly on gays or particular religions.

Opponents have filed five potential initiatives to repeal the requirement outright or let parents remove their children while gays' contributions are being taught.

In New Hampshire, a law requiring girls seeking abortions to tell their parents or a judge first was reinstated by conservative Republicans over a gubernatorial veto. The state enacted a similar law eight years ago, but it was never enforced following a series of lawsuits.

In Arkansas, facilities that perform 10 or more nonsurgical abortions a month must be licensed by the state Health Department and be subject to inspections by the department, the same requirements faced by facilities that offer surgical abortions in the state.

It affects two Planned Parenthood facilities that offer the abortion pill, though they're not singled out in the statute.

Among federal laws, a measure Congress passed last week to extend Social Security tax cuts and federal unemployment benefit programs raises insurance fees on new mortgages and refinancings backed by Fannie Mae, Freddie Mac and the Federal Housing Administration by 0.1 percent beginning Jan. 1.

That covers about 90 percent of them and effectively makes a borrower's monthly payment on a new $200,000 mortgage or refinancing about $17 a month more than it would have been if obtained before the first of the year.

Nevada's 3-month old ban on texting while driving will get tougher, with tickets replacing the warnings that police have issued since the ban took effect Oct. 1. In Pennsylvania, police are preparing to enforce that state's recently enacted ban on texting, scheduled to take effect by spring.

Election law changes in Rhode Island and Tennessee will require voters to present photo ID, a measure that supporters say prevents fraud and that opponents say will make it harder for minorities and the elderly to cast ballots.

In Ohio, a measure that creates one primary in March, instead of two that would have cost the state an extra $15 million, goes into effect later in January.

Ohio is also one of eight states with automatic increases in the minimum wage taking effect Jan. 1. The others, with increases between 28 and 37 cents, are Arizona, Colorado, Florida, Montana, Oregon, Vermont and Washington.

A few laws try to address budget woes. In Delaware, new state employees will have to contribute more to their pensions, while state workers hired after Jan. 1 in Nevada will have to pony up for their own health care costs in retirement.

Jan. 1 is the effective date in many states for laws passed during this year's legislative sessions. In others, laws take effect July 1, or 90 days after passage.

Ron Paul: I Wouldn't Risk US Troops to Stop the Holocaust

As a historical matter, the US didn't risk troops to end the Holocaust; FDR rejected Morgenthau's entreaties that he bomb the train lines to Auschwitz or take similar actions, on the theory that the US wouldn't support the war if it became perceived as a War for Jews. FDR seemed to believe there was a lot of anti-semitism in the country.

Speaking of which:

And so I asked Congressman Paul: if he were President of the United States during World War II, and as president he knew what we now know about the Holocaust, but the Third Reich presented no threat to the U.S., would he have sent American troops to Nazi Germany purely as a moral imperative to save the Jews?
And the Congressman answered:
No, I wouldnt. I wouldnt risk American lives to do that. If someone wants to do that on their own because they want to do that, well, thats fine, but I wouldnt do that. Paul then looked at me, and I politely thanked him for his time. He smiled at me again and nodded his head, and many of his young followers were also smiling, and nodding their heads in agreement. Clearly, I was the only one in the room who was disturbed by his response.

We didn't fight WW2 to end the Holocaust, of course. FDR specifically rejected any actions which might reduce the German's Jew-murdering machine. But Ron Paul seems to believe we did. It's always the Jews.

Ron Paul is most assuredly an isolationist. He denies this charge vociferously. But I can tell you straight out, I had countless arguments/discussions with him over his personal views. For example, he strenuously does not believe the United States had any business getting involved in fighting Hitler in WWII. He expressed to me countless times, that saving the Jews, was absolutely none of our business. When pressed, he often times brings up conspiracy theories like FDR knew about the attacks of Pearl Harbor weeks before hand, or that WWII was just blowback, for Woodrow Wilsons foreign policy errors, and such. I would challenge him, like for example, what about the instances of German U-boats attacking U.S. ships, or even landing on the coast of North Carolina or Long Island, NY. Hed finally concede that that and only that was reason enough to counter-attack against the Nazis, not any humanitarian causes like preventing the Holocaust.

But Ron Paul goes a step further than that: He actually casts WWII, which was not a "humanitarian" intervention, as a humanitarian intervention, just so the facts agree with his eternal conclusion. Of course Ron Paul's supporters don't sweat details like that. They've got bigger issues to worry themselves about.

When not listening to Alex Jones and Jeff Rense, chemtrail believers obsessively take photographs of the poison trails and evil clouds. Of course, since the alien-lizard-Zionist-Bilderbergers forbid the puppet governments of the world from admitting that chemtrails exist, the intrepid chemtrail hunters have been stymied. Sure, they can photograph them, but they cant stop em.
Or CAN they? This year, a movement has spread like dengue fever among chemtrail sleuths. This movement claims that chemtrails can be killed with vinegar, sprayed upward from the ground. And hundreds of chemtrail true believers are doing just that and theyre uploading videos to Youtube, Dailymotion, Ebaumsworld, and elsewhere, documenting their chemtrail kills.
Of the hundreds of chemtrail kill videos, the majority are made by self-described Ron Paul supporters. Ive dubbed this branch of the Paul camp the Paulsamics (as in Paulsamic vinegar). If you want to see the sheer volume of Paulsamic videos online, just Google or Youtube-search chemtrails and vinegar. Below, Ive embedded the very best video of the lot. Its ten minutes long. Normally, I would grab a video of that length and edit a highlight reel. But its impossible to edit this one down; its too damn perfect as it is. Watch as a chemtrail-obsessed, Ron Paul-obsessed mom uses her trusty spray bottle to combat the marauding trails, as her long-suffering teenage son is forced to record her. Witness her great victory as she reemerges later to find that she has cleaned the sky.

Video at the link. This is what really bothers me about Ron Paul. He's not merely courting the paranoid fringe; he is the paranoid fringe. I can almost deal with the racism and antisemitism. These are easily understandable, at least. We're used to such things and prepared for the distortions in thought such impulses will produce. What I cannot abide is a "man's" full-tilt white-knuckle freak-out over the "New Money."

Then, when its finally your turn, its not so tedious after all. An IRS agent with the dead eyes of a mako shark, asks with that chilling police politeness for your name, address, Social Security number, and explanation. From his tone and body language, you expect the Miranda warning next. While muggers, robbers, and rapists run free on the streets, the power of the state is focused on you. And no wonder. Youre a suspicious character. Youve always kept some emergency cash. And now youre in trouble. . . because you tried to take care of yourself and your family, because you saved and planned ahead. When President Bush announced the New Money during a War-on-Drugs speech, few realized what it meant, or just how bad it would be for innocent Americans, not drug dealers. Turning in all your old money for a new currency wasnt so bad. Theyd done it often enough in Latin America, after all. ... I uncovered the New Money plans during my last term in the U.S. Congress, and I held the ugly new bills in my hands. I can tell you they made my skin crawl. These totalitarian bills were tinted pink and blue and brown, and blighted with holograms, diffraction gratings, metal and plastic threads, and chemical alarms. It wasnt money for a free people. It was a portable inquisition, a paper third-degree, to allow the feds to keep track of American cash, and American citizens. As one federal scientist confirmed to me, these bills can be computer imprinted and read, to lay a paper trail hundreds of transactions long. Who uses them, when, and where. The taggents chemical alarms will set off federal cash-detection machines at airports and anyplace else they choose. And there are other swindles involved as well. Thank goodness, a patriotic American within the Federal Reserve told me about this financial Manhattan Project. But this time, the government wants to drop the bomb on us. To manufacture the New Money, the feds have built a colossal blockhouse in Ft. Worth, Texas, as ugly as it is evil. Designed in Stalin-style, guarded by KGB-level security, and full of three-color printing presses and spy device embedders, it belongs in Moscow, not Texas. Stage One of the New Money microprinting and a polyester thread was meant to lull us to sleep, before the knife fell. But the bureaucrats scheme went awry when the old Bureau of Engraving and Printing plant in Washington, D.C., couldnt handle the new technology. Theyve fixed that now, and Stage Two will chill your blood. The New Money will steal our freedom and our prosperity; it will accelerate the transfer wealth and power from the people to the government and its friends.

Yeah, the "New Money" is now in your wallets and it exists, as was always planned, to make it a little harder for North Korea to counterfeit. If a man were a dedicated UFOlogist and believed in all of it, and was convinced Men in Black existed and all of that too, would we consider electing him just because some of his alleged "policies" were conservative-sounding? No, we wouldn't, because we'd question his judgment. A man who is afraid of shadow-people and faeries in the garden has an addled mind which cannot distinguish between serious threats, less serious threats which are nonetheless real, and just made-up "I want to worry about this so I don't have to worry about real things" fun-time phantasmal threats. Ron Paul is crazy. People toss this term around a lot, but I'm saying it seriously, not metaphorically. Political paranoia is just a low-grade, livable form of the serious mental illness called paranoid schizophrenia. And it causes all sorts of misprioritizations. While Ron Paul worries about Conspiracies Against The Currency, for example, others of us worry about, say, Islamists killing people by the hundreds. Now, Ron Paul insists the former worry -- the Conspiracy Against the Currency -- is real, and the latter concern, the terrorist one, is made-up by neocons and Jews (but I repeat myself). The man is literally crazy, at least in a low-level, non-commitment, doesn't-expose-himself-in-public way, and apparently Step One in our effort to take back the White House is to announce to America, in Iowa, that this man represents our views. Of course, half or more of his support isn't even from conservatives or Republicans, but what are conservatives and Republicans doing adding to his numbers?

A classic interview by Professor Antony Sutton, who taught economics at California State University, and was a research fellow at Stanford University?s Hoover Institution.

In this talk, Prof. Sutton goes into his impeccable research on how a close-knit group of Western financiers and industrialists (centered around Morgan and Rockefeller in the US, and around Milner and the City financiers, in the UK) created and sustained their three supposed enemies right from the very beginning: Soviet Russia, Nazi Germany, and FDR?s Fabian socialism.

Particularly, he goes into how Wall Street/City of London financiers used their banking institutions and their industrial enterprises to:

1) Help finance and sustain the Bolshevik Revolution. Build up Soviet industry during Lenin?s Five-Year Plans, both through finance, technology/industrial transfers and technical assistance. Continue to build the Soviets throughout the entire Cold War, through the same kinds of deals. This included the Korea and the Vietnam eras, during which American troops were being killed by? Western-made Soviet equipment.

2) Build up Nazi Germany, both financially and industrially;

3) Get FDR into power in America as their man, and even draw up the New Deal policies, especially FDR?s National Recovery Act ? designed by Gerard Swopes of General Electric and deeply welcomed by Wall Streeters Morgan, Warburg and Rockefeller.

Sutton was not a wild speculator. He was a distinguished academic researcher who documented his conclusions impeccably in his several works. Not being able to counter his research, the establishment (including academia) simply attempts to ignore it, and pretend it isn?t there.

The purpose for these Wall Street policies was very simple: to create, and globalize, what Sutton calls Corporate Socialism. A system under which everything in society is ruled by the state, and the state is, in its stead, controlled by financiers who, hence, get to rule and manage society, to their liking. In other words, to get society to work for the financiers, using a socialist state as an intermediary.

This is what we now know as the globalization economic model. As a result of all the clashes of the 20th century, most notably WWII and the Cold War (fought between powers that were manipulated and controlled by these banker cliques), the world has been ?globalized?. Meaning that it has been entirely taken over by these financiers, and is ever closer to being completely ruled by them, through not only the national states and national central banking systems, but mainly through supranational agencies and institutions.

Go into Professor Sutton?s books, most notably the Hoover Institute?s series on Western technological/industrial transfers to the Soviets and the ?Wall Street? trilogy. If you have a difficulty in purchasing the original books, you?ll find most of them are easily available online, on pdf form.

The Tiyya Foundation, a nonprofit organization in California that provides assistance to refugee families in America, partnered with Soccer Without Borders and Anaheim School Districts to offer a week-long youth soccer camp to children of refugee and displaced families. Cincinnati airport evacuated after fire alarm

CINCINNATI?? Officials briefly evacuated the Cincinnati airport after a fire alarm went off, requiring a few hundred passengers to leave and go through security again.

Barb Schempf, spokeswoman for Cincinnati/Northern Kentucky International Airport, says there was no fire and officials don't know why the alarm went off.

She says the airport's Terminal 3 was evacuated at about 7:30 a.m. Monday and reopened about an hour later. Between 800 and 1,000 passengers were affected.

She says all 10 security lines were open to process travelers and the maximum wait time was 15 minutes.

Racism Alive and Well in the U.S. Military

The U.S. Army, which has struggled in recent years to combat a mounting suicide toll, took an unusual step when it announced Wednesday that it had charged eight American soldiers serving in Afghanistan in connection with the apparent suicide of one of their lower-ranking comrades.

The charges in the death of Pvt. Danny Chen, a 19-year-old infantryman from New York City, came after a vigorous, weeks-long campaign by advocacy groups and family members hoping to pressure the Pentagon to investigate allegations that Chen had been the subject of hazing within the ranks and had been repeatedly taunted with racial slurs.

. . . ?We were told that he was dragged from his bed across the floor, and other soldiers threw rocks at his back,? Elizabeth OuYang, president of the New York chapter of the Organization of Chinese Americans, tells The Daily Beast. And, OuYang says, while forced to do chin-ups with liquid in his mouth, ?Danny couldn?t cough up the liquid.?

OuYoung says the anti-Asian bullying and taunting started during basic training in Fort Benning, Georgia, when fellow soldiers used a mocking accent while calling him Jackie Chen, a reference to the action star Jackie Chan. A diary that Chen kept, as well as information released by the Army, are the basis for her claims.

ITC judge favours Microsoft in patent dispute against Motorola

The judge ruled out that Motorola violated six other patents that were stated in the complaint

A judge from the US International Trade Commission (ITC) ruled that Motorola Mobility, the company to be acquired by Google, infringed one of Microsoft's patents.

According to Reuters, the judge found that Motorola had used Microsoft's patented technology--which enables users to schedule meetings via mobile devices--in the making of its Android-based mobile phones.

However, the judge ruled out that Motorola violated six other patents that were stated in the complaint filed in October 2010.

Meanwhile, according to Motorola, the ruling is preliminary and needs approval by the full six-member Commission. A final decision is expected by April 20, 2012 and then the decision will be subject to a 60-day review period by the Obama administration.

Microsoft deputy general counsel David Howard said that they were pleased with the ITC's initial determination. "As Samsung, HTC, Acer and other companies have recognized, respecting others' intellectual property through licensing is the right path forward," said Howard.

As Microsoft praised the decision, Motorola too said it was pleased with the outcome.

AS IS clear to anyone who possesses even the most cursory interest in the news, future historians will almost certainly mark 2011 as the year of the first robot-insect wars.

Robots were the aggressors, and they proved to be canny combatants, stealing strategies from the living world.
