Tips for buying health insurance

health insurance1 300x262 Tips for Buying Health InsuranceYesterday, the U.S. Supreme Court upheld one of the most controversial aspects of the Affordable Care Act, sometimes referred to as Obamacare ? the individual mandate.

That mandate states that every American must buy health insurance, or pay a fine. There are exceptions, most notably for those that would pay more than 8 percent of their income on insurance. However, this will still require millions to purchase health insurance plans by 2014.

If you?re one of the uninsured who will soon be shopping for plans, here are a few tips:

  1. Understand the language. A deductible is how much you pay out of pocket before your coverage kicks in. A co-pay is a fixed amount you pay for things like prescriptions or doctors visits. Co-insurance is a percentage of the cost that you pay for covered expenses. If the policy you are looking at includes terms you don?t understand, ask questions.
  2. Consider a broker. If you feel overwhelmed by your choices, consider going through an insurance broker. When hiring your broker, check his or her creditials with the National Association of Insurance Underwriters (nahu.org) or the National Association of Insurance Commissioners (naic.org). Also keep in mind that the brokers sometimes work on commission paid by the insurers, which means they may steer you toward the plan that pays best for them and not necessarily the plan that is best for you. Ask how he or she is compensated and keep that in mind when getting advice.
  3. Know your priorities. How much can you afford to pay out-of-pocket in a year? Is there a specific condition you need to be covered? Do you regularly take medication? Insurance plans vary wildly in premiums, deductibles and coverage. If you know exactly what you want out of a plan, finding the right one is easier.
  4. Compare coverage. This daunting task will be somewhat easier starting in September 2012. Insurance companies will be required to use a standard form to show the costs of each plan, including co-pays and deductibles, in an easy-to-understand format. These forms will also include estimated out-of-pocket expenses for two scenarios ? having a baby and treating type 2 diabetes. In addition to costs, look closely at what exactly is covered and what is excluded from coverage.
  5. Check networks. If you have a regular doctor, check whether he or she is considered in-network on your new plan. Going to an out-of-network doctor can significantly increase out-of-pocket expenses. Look to see what hospitals contract with the insurance provider. Some plans require you to go to a contracted hospital in an emergency.
  6. Consider costs. Don?t just look at premiums when considering the cost of an insurance plan. Check deductibles, co-pays and co-insurance levels. Many plans also show a maximum out-of-pocket cost as well. That tells you how much you will have to pay in deductibles and co-insurance before your plan starts to cover 100 percent of expenses.
  7. Research customer service. Though all insurance companies have their fair share of angry customers, look for companies that have high ratings in customer service. Even with the best insurance plans, you may have to dispute a denial or call for clarification about your coverage. Poor customer service only make these stressful situations even worse.
  8. Know your rights. The Affordable Care Act will be changing many aspects of health coverage in the coming years. Know what you are entitled to and understand how changes affect you and your plan. Consumer Reports posted this quick reference guide to healthcare reform changes that can help you along.

Positive Attitude For Self-Improvement | Raza Begg - Farrell ...

Thursday, June 28th, 2012 at 9:03 pm ?

Copyright (c) 2011 Jim Gerlits

One of the first things to do when you begin self-improvement is to check your attitude.

As you go through your day take some time and listen to your thoughts. What do you think about when you go shopping?
Would you label your thoughts as positive or negative? While shopping are you always worried about the price of products and your lack of sufficiant monies to shop the way you want?

As you go about your day thinking your thoughts. Do you think the people around you and the people you meet know your thoughts?
Although people will not know exactly what you are thinking, they will more or less know how you are feeling.

Our thoughts effect us and every one around us. When we go where we are known the people who know us can tell what kind of mood we are in. We are definitely not alone with our thoughts.

Thoughts are very powerful. They affect your general attitude. your attitude effects your appearance. Your thoughts are so powerful that they effect the people who you chose as friends and the people you chose to associate with.

A person with positive thoughts have invigorating effects on people they come in contact with. People who are with some one who has a positive attitude are usually energized by there thoughts.

At the same time if you are around people with a negative attitude you with feel your energy being sapped. Negative thoughts make you look gloomy and sad and can turn a happy occasion into a funeral wake.

Studies show that a positive attitude promotes better health. With a positive attitude you are able to handle stress and problems better than those with a negative attitude.

A good self-image comes from a positive attitude. Self- improvement comes from a good self-esteem. With a good attitude and a good self-image you can be unstoppable.

With a positive attitude you can effect many lives if a friend feels down, very often all they need is some one to listen to them. With a positive attitude you can usually cheer them up with out having to say a word.

A negative attitude has the opposite effect. A negative attitude has a twofold drawback. You feel bad about yourself and you make others feel the same way.

In the world we currently live it can be difficult to keep a positive attitude with so many news feeds which usually give us nothing but negative messages. A study shows that for every 14 things a parent says to his or her child, only one is positive. Sad, isn?t it.

You cannot stay away from negative things but you can carry a positive attitude by focusing on the good things in your life.

If positive attitude is great, why do people choose to adopt a negative attitude instead? One who carries a negative attitude may be actually sending a signal for attention. Feeling sad, angry, or gloomy is not wrong. It becomes unhealthy if you dwell on these thoughts for far too long.

Adopting a healthy and positive attitude promotes win-win situation.

PolitiJax: Mayor Alvin Brown's signature starts economic overhaul

Jacksonville Mayor Alvin Brown signed legislation Thursday establishing a new economic development setup, bringing to fruition a concept he said he started discussing 2? years ago.

Economic development efforts will be led by a chief economic development officer working in the mayor's office, rather than by a commission as had been done for years.

"This is the beginning of something bigger," Brown said.

The new process will allow incentive deals to be approved within about a month, the mayor said, rather than the three months they can take now. The legislation was approved by the City Council on Tuesday. Next month, it is expected to take up a companion piece of legislation that will create an agency focused on downtown development.

Both of those pieces of legislation were signature issues for Brown, who took office a year ago Sunday. Taking a year to get the economic development system in place wasn't too long, he said Thursday.

During that time, Brown said, the administration was able to sit down with stakeholders and get feedback on the idea.

"I think a year was great timing," he said.

Barco to stay on Fish and Wildlife board
A Jacksonville resident who's been a member of the Florida Fish and Wildlife Conservation Commission will continue to serve on the state board in a leadership role.

Kathy Barco was named the commission's vice chairwoman Thursday. Barco has served as chairwoman in the past.

Kenneth Wright of Winter Park was named chairman.

Barco, co-owner of Barco-Duval Engineering, has served on the commission since 2004.

High-tech warhead intercepts ballistic missile in test

7 hrs.

A high-tech warhead successfully destroyed a separating ballistic missile in a crucial test of technology to protect against more sophisticated regional ballistic missile threats from North Korea and Iran, the U.S. military reports.

The Standard Missile-3 Block IB interceptor is an upgrade to current ballistic missile defense system technology and part of President Barack Obama's plan to guard NATO's European territory.

For the test, a target missile was launched at 11:15 p.m. Hawaii Standard Time on Tuesday from a missile range on Kauai.?

Following the target launch, a U.S. Navy warship, the USS Lake Erie, in a remote patch of the mid-Pacific Ocean, detected and tracked the missile with its onboard radar, developed a fire control solution and launched the SM-3 Block IB interceptor.

The warship continued to track the target and send trajectory information to the interceptor in-flight.

?The SM-3 maneuvered to a point in space, as designated by the fire control solution, and released its kinectic warhead,? the Department of Defense said in a news release.

?The kinetic warhead acquired the target, diverted into its path, and, using only the force of a direct impact, engaged and destroyed the threat in a hit-to-kill intercept.?

This was the second successful test of the system, following an earlier success in May.?

?Initial indications are that all components performed as designed, resulting in a very accurate intercept,? the military said.

Ubiquitous nanotubes could reboot Edison-era nickel-iron battery technology

nanotubes-edison-nickel-iron-batteryBack in the 1920s, Thomas Edison's dream of an electric automobile was ultimately foiled by those meddling petroleum engines. But thanks to nanotube research from Stanford University, one legacy from that era may regain some glory: nickel-iron batteries. It turns out that carbon nanotubes doped with nickel and iron crystals can top up the normally slow-charging cells in a matter of minutes -- according to the scientists, that's almost 1,000 times faster than in the past. Although the batteries couldn't power your Volt or Prius due to a lack of energy density, they could give an extra jolt to their lithium-ion siblings for quicker starts and regenerative braking. The researchers are working on improving stability to allow more charging cycles, but it might be an extra in-your-face for Edison if it pans out.

Davis first to Hornets, then what in NBA draft?

NEW YORK (AP) ? Once Anthony Davis slips on a Hornets hat above basketball's most celebrated eyebrow Thursday night, the NBA draft really starts.

Davis will head to New Orleans with the No. 1 pick, even if the college player of the year is reluctant to guarantee it.

After that, nobody can be sure what will happen.

"I don't know," said Michael Kidd-Gilchrist, a fellow freshman from national champion Kentucky. "I have no clue."

Well, here's how the first round might go at the Prudential Center in Newark, N.J.

___

1. NEW ORLEANS (21-45)

ANTHONY DAVIS, F, KENTUCKY

Davis said he hasn't been told he's the Hornets' guy, but he shouldn't need to ask. Teams don't pass up his mixture of size, skill and defensive dominance.

2. CHARLOTTE (7-59)

THOMAS ROBINSON, F, KANSAS.

Michael Jordan has botched a No. 1 pick (Kwame Brown) and a No. 3 (Adam Morrison) and now his Bobcats are at No. 2 after slipping in the lottery following the worst season in NBA history. Charlotte needs some toughness, and Robinson can provide it.

3. WASHINGTON (20-46)

MICHAEL KIDD-GILCHRIST, F, KENTUCKY

John Wall and Kidd-Gilchrist would look great in Kentucky, and fans in Washington should like the idea of that combination, too.

4. CLEVELAND (21-45)

BRADLEY BEAL, G, FLORIDA

The Cavaliers rebounded as well as they could from losing LeBron James by taking eventual Rookie of the Year Kyrie Irving last year with the No. 1 pick. Next up is trying to find him the kind of help they could never provide for James.

5. SACRAMENTO (22-44).

HARRISON BARNES, G, NORTH CAROLINA.

Another top-five pick, another chance to add another good, young piece to follow Tyreke Evans and DeMarcus Cousins.

6. PORTLAND (28-38, from Brooklyn)

DAMIAN LILLARD, G, WEBER STATE

First of two lottery picks for the Trail Blazers. Plenty of buzz that they'll take Lillard, but given their injury woes, they should be happy if whoever they take just stays healthy.

7. GOLDEN STATE (23-43)

ANDRE DRUMMOND, F/C, CONNECTICUT

Even if Drummond falls over questions about everything from his offensive skills to his desire, it's hard to imagine his athleticism and defensive prowess let him go any lower than here.

8. TORONTO (23-43)

DION WAITERS, G, SYRACUSE

With Jose Calderon battling injuries in recent years and headed for a long summer with Spain's national team, it seems time to look for another point guard.

9. DETROIT (25-41)

JEREMY LAMB, F, CONNECTICUT

The Pistons won a title in 2004 with Richard Hamilton, and now they could grab another swingman from Connecticut with a similar game.

10. NEW ORLEANS (21-45, from Minnesota via Clippers).

AUSTIN RIVERS, G, DUKE

Because this pick came in the deal that sent Chris Paul out, how about bringing another point guard in?

11. PORTLAND (28-38)

TYLER ZELLER, C, NORTH CAROLINA

After addressing a backcourt need with their first pick, the Trail Blazers can go big with this one.

12. HOUSTON (34-32, from Milwaukee)

KENDALL MARSHALL, G, NORTH CAROLINA

If the Rockets keep all of them, this starts a run of three picks in the next seven selections. That wouldn't be the preferred plan, as the Rockets hope to package the picks in a deal to land an elite player.

13. PHOENIX (33-33)

JOHN HENSON, F/C, NORTH CAROLINA

The Suns have forever been looking for someone who can provide some interior defense. By picking yet another North Carolina player, they can find the two-time ACC Defensive Player of the Year.

14. MILWAUKEE (31-35, from Houston)

MEYERS LEONARD, C, ILLINOIS

After trading former No. 1 pick Andrew Bogut last season, the Bucks could use another big body to replace him.

15. PHILADELPHIA (35-31)

TERRENCE JONES, F, KENTUCKY

The 76ers are building a nice, deep team, and a versatile player like Jones would fit in nicely.

16. HOUSTON (34-32, from New York)

PERRY JONES, F, BAYLOR

If the Rockets kept multiple picks, they could afford to take some risks. Jones has the talent to be gone before here if he'd ever figured out how to use it.

17. DALLAS (36-30)

TERRENCE ROSS, G, WASHINGTON

The Mavericks are much more interested in free agency, hoping to bring home Deron Williams to Dallas or land another big piece. In the meantime, getting younger sure would help, too.

18. HOUSTON (34-32, from Minnesota)

JARED SULLINGER, C, OHIO STATE

One more risk for the Rockets, if they're still at this spot, by taking a chance on the draft's biggest health concern. If Sullinger's back holds up, he'd be a steal here.

19. ORLANDO (37-29)

FAB MELO, C, SYRACUSE

Even if the Magic don't decide it's time to trade Dwight Howard, it would still be worth having another big man around while their All-Star center recovers from back surgery.

20. DENVER (38-28)

WILL BARTON, G, MEMPHIS

The Nuggets are so deep that's hard to tell exactly what they need. A player who fits multiple spots always works in that situation.

21. BOSTON (39-27)

ROYCE WHITE, F, IOWA STATE

While they await difficult decisions on Kevin Garnett and Ray Allen, the Celtics get back-to-back picks blend in some youth if their aging core sticks around.

22. BOSTON (39-27, from Clippers via Oklahoma City)

ARNETT MOULTRIE, F/C, MISSISSIPPI STATE

With no other options, the Celtics eventually moved Garnett to center last season. They may prefer to return to a conventional style whether he sticks around or not.

23. ATLANTA (40-26)

MOE HARKLESS, F, ST. JOHN'S

Josh Smith's name always seems to be linked to trade speculation, and if they do ever move him, the Hawks would want to have another athletic forward in place.

24. CLEVELAND (21-45, from Lakers)

ANDREW NICHOLSON, C, ST. BONAVENTURE

Small with their first pick, the Cavs look to the interior now.

25. MEMPHIS (41-25)

TONY WROTEN, G, WASHINGTON

After falling short against Chris Paul in the playoffs, the Grizzlies might want to look at adding another point guard for any future matchups.

26. INDIANA (42-24)

DRAYMOND GREEN, F, MICHIGAN STATE

Larry Bird, Donnie Walsh and Kevin Pritchard deciding on a pick? Whatever the Pacers do, there will certainly be some good thought being put into it.

27. MIAMI (46-20)

FESTUS EZELI, C, VANDERBILT

The Heat threw out the center position and went with Chris Bosh in the middle during their championship run. The search continues for a true man in the middle.

28. OKLAHOMA CITY (47-19)

DORON LAMB, G, KENTUCKY

Way easier said than done, but the Thunder needed a perimeter defender to cover LeBron James in the NBA Finals and keep Kevin Durant out of foul trouble. Better keep looking, because a finals rematch wouldn't surprise anyone.

29. CHICAGO (50-16)

MARQUIS TEAGUE, G, KENTUCKY

With Derrick Rose likely out all next season after tearing up his knee, point guard is the need for the Bulls.

30. GOLDEN STATE (23-43, from San Antonio).

EVAN FOURNIER, G/F, FRANCE

The Spurs have always been good at finding a quality international player around this spot, so perhaps the Warriors can do the same with San Antonio's pick.

Researchers develop spray-on batteries

A team of researchers from Rice University has found a way to power almost any object by spraying with a paint that has been formulated to function as a battery.

By Charles Q. Choi, InnovationNewsDaily Contributor,?InnovationNewsDaily / June 28, 2012

Ceramic tiles coated with battery paints and then heat-sealed powered LEDs spelling out "RICE" for six hours in an experiment at Rice University. The lithium-ion batteries can be painted on virtually any surface.

The rechargeable lithium-ion batteries now found in many mobile phones and laptops may one day be sprayed like paint onto virtually any surface, potentially ushering in a new generation of thin, flexible devices, researchers say.

Spray-paintable batteries even might become available to the general public someday at hardware stores, the scientists added.

Lithium-ion batteries power most portable electronics nowadays, but their spiral, jelly-roll-like design generally limits them to rectangular or cylindrical shapes.

['Smart Clothing' Could Become New Wearable Gadgets]

Now researchers have succeeded in painting these batteries onto a diverse range of surfaces, including glass slides, stainless steel, flexible plastic sheets, glazed ceramic tiles, and even the curved side of a beer mug.

"We can convert almost any object to a battery," Neelam Singh, a materials scientist at Rice University in Houston, told InnovationNewsDaily.

He and other researchers spent painstaking hours formulating paints that could function as the separate components of a battery. In their search, they looked at materials as diverse as carbon nanotubes and ultrafine graphite powders. They next painted these ingredients in layers in the proper order onto surfaces to create the batteries.

"Spray painting is already an industrial process, so it would be very easy to incorporate this into industry," Singh said.

Batteries that the researchers printed onto nine ceramic bathroom tiles could readily power 40 red LED lights. One of these battery tiles was topped with a solar power cell that helped charge the batteries, suggesting the researchers could give any surface the capability to both harvest and store energy.

The material onto which the batteries were painted apparently had no effect on the performance of the devices. This suggests this technology could find its way into a wide range of construction materials and household objects.

"You could turn your home into a battery," Singh said.

The researchers do caution that fabricating these batteries requires the use of toxic, flammable and potentially corrosive materials in an oxygen-free and moisture-free environment. Employing safer battery materials along with oxygen- and moisture-resistant paints could allow even the general public to spray-paint batteries.

[Transparent Batteries Help Mobile Devices Go See-Through]

"People paint their homes and cars often," Singh said. "I think it will be possible for people to paint batteries themselves."

The scientists have filed for a patent on their work. They detailed their findings online June 28 in the journal Scientific Reports.

Online Video Use Exceeds 84%: Marketers Rush to Video Ad ...

online video advertising

When over 8 in 10 US Internet users are doing something, marketers should take notice. New data from comscore Video Metrix reports that in May of 2012, 84.5% of the US internet audience watched online video. On average, online viewers consumed 21.9 hours of video, up from 15.9 hours a year earlier (a 38% year-on-year increase). Overall, 180 million US Internet users watched some 36.6 billion online content videos in May 2012, surpassing the 10-billion mark for the first time ever.? To put these numbers in context, if you assume that the average feature-length film is around 110 minutes in length, the average US Internet user would?ve watched the equivalent of 12 movies online in May of 2012.

To put it another way, that?s like watching the 1954 Cecile B Demille classic The Ten Commandments six times in one month (don?t try this at home-or anywhere).

Google sites generated by far the highest number of online views (17.6 billion), followed by Hulu (888 million) and Yahoo Sites (845 million).?

us online video viewers

This of course presents a huge opportunity for online marketers. In fact, eMarketer estimates that US online video ad spending will reach $7.11 billion by 2015, up from $2.16 billion in 2011. In the past year alone, growth was 52.1%.?

Why are they so sanguine about the future of online video advertising? Probably because it works. In May of 2012, over 10 billion online video ads were viewed, more than double the 4.6 billion in May of 2011. Hulu generated the highest number of video ad impressions (1.6 billion), followed by Google Sites (1.4 billion).? This is surprising, given that Google sites enjoyed over 17 billion online views to Hulu?s relatively paltry 888 million (I presume this has something to do with online marketers cashing in on the low-hanging fruit of Hulu?s TV-like format).

Here?s the key point: online video ads reached 52% of the total US population an average of 64 times during the month (up from 34 in May 2011).?

As exciting as the possibilities are for online video advertising, challenges remain. According to a Brightroll survey of US ad agencies, high prices, limited reach and lack of targeting are considered the top three growth hurdles. However, the adoption of cost-per-view and cost-per-engagement pricing models, more interactive video content, and the personalization and targeting of video ads will likely resolve these issues over time, as online video advertising matures as a marketing channel.?

MARKETING TAKEAWAY

For business owners and marketers, the explosion in online video consumption represents a massive opportunity if handled properly. To be effective, your online video marketing strategy should incorporate a healthy mix of video content that mirrors and compliments your other content marketing media. You?ll want to craft online video content that targets your buyer personas, and aligns with and/or is structured around your TOFU, MOFU, or BOFU offers.

Any decent online video marketing strategy should also take into account the rapid consumer shift to mobile devices generally and tablets specifically. eMarketer projects nearly 70 million US consumers will use a tablet by the end of 2012. By 2015, over half of all internet users will be tablet users.?

Accordingly, make sure you take some time to really think about how your online video content offers and advertising initiatives will mesh with your target audience?s mobile experience.?

Finally, remember that there is no substitute for action. Start small, experiment, tweak. Don?t find excuses for inaction.

The online video age has arrived; you don?t want to be late to the party.

Could Barefoot Running Cost You Your Health? | The Best Life Blog ...

Is running barefoot better for you than running with sneakers? It?s a question I?ve been asked often in the last few years, and thanks to some new research presented at the recent American College of Sports Medicine conference, we may be closer to an answer.

The main theory behind barefoot running (or wearing minimalist footwear) is that it?s a more natural way to run. After all, our ancestors got around without the aid of souped-up sneakers?they didn?t have arch supports, cushioning air pockets or other fancy footwear technology. Back then, they ran barefoot, and because of this, they ran differently?they landed on the ball of their foot or their mid-foot, which is a more efficient way to run, say experts. Today, the sneakers we wear promote a different type of running: Most of us land heel first (called heel strike), then roll up onto our toes before taking our next stride. Proponents of barefoot running say heel striking can slow us down and is tougher on the body than when we land on our forefoot.

So, is there something to barefoot running or is this just another fitness fad? Two recent studies suggest there are indeed some benefits. One found that when runners went sans sneakers, they didn?t breathe as heavily and didn?t feel as tired afterwards as when they did the same workout with sneakers. Another study indicates that runners were faster when they kicked off their kicks.

However, there is a downside. Although some earlier research suggests barefoot running can help reduce the risk of injuries that commonly affect runners, a study presented at the conference found that barefoot runners are more likely to suffer injuries like calf pain and tendinits, particularly when they first make the switch to no shoes.

If you have an orthopedic condition, like foot or ankle problems, you probably don?t want to try it at all. Still, you may be able to reap some of the benefits simply by changing the way you land when you run. First, try walking around the house barefoot to see if you change to a toe-heel-toe motion; you can try to copy this technique when running with running shoes. Another option: Look into minimalist footwear options, which may offer similar benefits to barefoot running.

Do you have any interest in trying barefoot running?

Black BeautyShop Health Foundation Launches 'Beauty N Black ...

American Diabetes Association and AIDS Healthcare Foundation are National Supporters

Saturday, June 30th Kick-off in Los Angeles

LOS ANGELES ? In an effort to improve the health of African American families, the Beauty N Black Wellness Tour will turn beauty salons into centers for health information and screening, starting with a June 30th launch in Los Angeles. Women visiting the salons will have the opportunity to talk with experts about common health concerns and to get screened by a health professional for diabetes, high blood pressure and HIV. The Black BeautyShop Health Foundation? will produce the nine-city tour in collaboration with the American Diabetes Association and the AIDS Healthcare Foundation.

Women are the health CEO of the family,? said Margo LaDrew, executive director of the Black BeautyShop Health Foundation. ?Given that black women visit the salon an average of 2.5 times a month, the beauty shop is an ideal place to educate women and equip them with practical tools for improving their family?s health.?

Ms. LaDrew is an expert at the intersection of beauty and health for African American women. She is a former divisional sales manager with Carson-Johnson products, which is a leader in hair care brands for black women. Additionally, Ms. LaDrew spent more than four years with the Black Barbershop Health Outreach Program. Under that organization?s banner, she assisted the founder in developing, launching and implementing all programs, coordinated the national tours and also produced the African American Men?s Health & Empowerment Summits. All told, Ms. LaDrew helped to deliver health screenings to more than 25,000 men in 26 cities before stepping down in June 2011.

Spurred by her success in the arena of black men?s health, Ms. LaDrew founded the Black BeautyShop Health Foundation, whose mission is to turn Black women?s interest in beauty and personal care into opportunities for raising their awareness of how to prevent and manage disease. In addition to bringing health information into beauty shops, in 2012 the Beauty N Black Wellness Tour will sponsor free day-long health and beauty expos in Atlanta; Chicago; Dallas; New York City; Oakland, CA; Richmond, VA; Washington, DC, and Philadelphia.

Susan Evans, MD, a nationally acclaimed dermatologist and media personality who serves as Ambassador for the initiative, said, ?As a dermatologist, I know that skin is the window to overall health. I believe the Beauty N Black Wellness Tour will help Black women make the connection between external beauty and internal health.? Toward that end, Dr. Evans will make personal appearances at events in Los Angeles and several cities during the tour.

    American Diabetes Association National Collaboration

Recognizing that diabetes impacts nearly 15 percent of African Americans over age 20, the Black BeautyShop Health Foundation is collaborating with the American Diabetes Association (the Association), which will leverage its relationships with local health care agencies and health professionals and provide diabetes educational materials.

According to Earnestine Walker, director of African-American and older initiatives for the American Diabetes Association, the tour will enhance the work of the Association, which has a long record of commitment to black communities. ?I am delighted to collaborate with the Beauty N Black Wellness Tour,? said Ms. Walker. ?Sometimes women neglect themselves to take care of others. But by encouraging women to take better care of themselves inside and out, this program helps women get healthier and take action to improve the health of their families and communities.?

    AIDS Healthcare Foundation National Partnership

Given that nearly half of those living with HIV in the United States are African American, the Beauty N Black Wellness Tour is partnering with the AIDS Healthcare Foundation (AHF) to provide women with life-saving information about preventing and managing HIV/AIDS. In several tour cities, AHF and its local partners will provide free rapid HIV testing on one of its mobile testing vans.

?The AIDS epidemic is hitting African Americans harder than any other ethnic group in the US,? said Whitney Engeran-Cordova, senior director of public health for the AIDS Healthcare Foundation, a global organization that is the largest provider of HIV/AIDS medical care in the United States. ?It is essential that we find effective methods for communicating with Black women,? he continued. ?We believe the Beauty N Black Wellness Tour will make a difference because it places HIV education and testing in a context that is relevant to black women?s lives.?

    Los Angeles Event

On June 30, the Beauty N Black Wellness Tour will launch in salons throughout Los Angeles. Participating salons include: Brenda?s Talk Of The Town; Chic Hair; Detour Hair Studio; End Results Hair Salon; Edmondson?s The Ivory Coast Hair Salon; Gaynale & Company Beauty Salon; Hair Architects Barber & Beauty Salon; Indulgent Concept Hair Studio; K Salon; Pacific Beauty College of Los Angeles; Shear Creations; Spa 313 Salon; Tame Salon; and The Last Tangle. Activities will also take place at Baldwin Hills Crenshaw Plaza?s Community Room.

Medical partners for the event are: Mu Chi Chapter Nursing Sorority; Practicing the Art of Dentistry (Raymont Johnson, Jr., DDS); Santa Monica College School of Nursing; and Westwood College Medical Assisting Program.

The sponsors of the Los Angeles event are: Clear Essence; Los Angeles Region Champions for Change; Los Angeles View Park National Council of Negro Women, Inc.; PhRMA; and Susan G. Komen for the Cure ? Los Angeles County.

Housing prices rise in warm weather states

    Bill Sikes / AP

In this April 26, 2012, file photo, a sign advertises a pending residential real estate sale in Framingham, Mass.

    By Bill Briggs

For the third straight month in April, American home prices twitched a tinge higher?as values in the ?sand states? further firmed while listings in some key northern cities continued to chill, a heavily monitored survey reported Tuesday.

The Standard & Poor's/Case Shiller composite index of 20 metropolitan areas showed a year-over-year decrease of 1.9 percent?but?a 0.7 percent national bump?from March to April on a seasonally adjusted basis (1.3 percent non-seasonally adjusted), led by ongoing price rallies in a clump of warm-weather markets thumped by the slump, including Miami, Tampa, Las Vegas and Phoenix.

?I?ve seen (listings here) jumping just like they did back in the day when the banks were approving everything,? said Michelle Tremblay, a Realtor with West USA Realty in Phoenix.

Since last October, home values in Phoenix have inched 12 percent higher, gaining ground during each of the past six months, according to the Case Shiller index.

From Tremblay?s vantage point, however, those loftier home values are akin to steroid-swelled athletes: synthetically pumped prices caused by banks stockpiling foreclosed properties and purposely keeping them off the market until area prices truly soar. Then those same financial institutions can cash in by selling those properties at fatter profits.

?We can see on the street what?s vacant and what?s not. We?re watching these (foreclosed and non-listed) houses just sit and rot,? Tremblay said. ?The banks are letting these houses just deteriorate.

?They?re holding them and releasing them slowly to drive the value up.?

Some Realtors in another so-called ?sand state,? California, recently have joined that chorus, offering similar, albeit unproven, theories about banks hoarding foreclosures and thus shrinking inventory in most markets.

In three California cities on the Case Shiller index -? Los Angeles, San Diego and San Francisco -? home prices have increased during February, March and April.

Fellow ?sand state? cities Miami and Tampa each have posted five straight months of home-value gains. Las Vegas, the largest metro area in Nevada ? the fourth ?sand state? ? in April notched its third month in a row of heightened property prices, according to Case Shiller?s survey.

?Realtors across the country are all talking about the same stuff: the banks are the ones in control right now and they know it and they?re going to make the money again ? and again and again,? Tremblay said. Not long ago, distressed homes ?were selling, I think, too cheaply. And the banks weren?t making the money that they wanted to. So they tightened their inventory.?

In response, Wells Fargo senior economist Mark Vitner said?large banks are not colluding to hoard distressed properties until better days so as to squeeze more out of the values of those homes.?

"I don't think there's any concerted effort to hold properties back from the market," Vitner said. "The process to (work through and re-sell) foreclosure inventory is lengthy and there just seems to be a lot of hurdles out there to getting these properties to market. A lot of the best properties have been in foreclosure and have already sold."

But, Vitner acknowledged that some "small community banks are holding onto properties because the value that they could realize from selling the properties is so much more than what their books currently show, (meaning that listing those distressed homes) could have an inverse impact on their balance sheets."?

Robert J. Shiller, one of the two developers of the monthly index, agreed that ?it is an artificial market in that there is a lot of inventory held off.?

But Shiller, an Arthur M. Okun Professor of Economics at Yale University, sees still another hidden reservoir of prospective properties for sale ? ?a shadow inventory held off by homeowners who might sell if home prices come back up enough.?

Two weeks ago, market analytics service CoreLogic reported that the "residential shadow inventory" - which includes?bank-owned homes - had declined to 1.5 million units in April, representing a four-month supply as well as a 14.8 percent drop from the same month one year earlier. In April 2011, the?shadow inventory held a six-month supply of homes - roughly the same level as October 2008 when the housing crash began. Those CoreLogic figures seemed to bolster the view offered by Wells Fargo's Vitner that big banks are not holding back distressed properties, especially in markets where lenders have revved the pace of foreclosures.

    A government market

Still, with about 90 percent of American mortgages held by Fannie Mae, Freddie Mac and the Federal Housing Authority, ?it?s really a government market now," Shiller said. "So anyone contemplating speculating in housing has to think about what the government is likely to do. And we?re in limbo right now.

?We have a presidential election coming up. We haven?t resolved what were going to do with Fannie and Freddie ? presumably something will be done with them afterward.?

The latest S&P Case-Shiller results show on average home prices increased 1.3% in April, with David Blitzer, S&P 500 Index committee chairman.

In February 2011, the Obama administration issued a white paper that examined possible remedies for those two sputtering behemoths of housing finance. The report gave Congress options to mull. Banking giants backed the notion of axing Fannie and Freddie which, combined, ate up about $150 billion in bailout money. Groups representing consumers and the real estate industry have argued against scuttling Fannie and Freddie.

?Between all that ? and the mortgage-tax interest deduction that also has been questioned in this time of deficit cutting ? these things are on everyone?s mind,? Shiller said. ?But there?s not a way to forecast. I think forecasting political science is even more tenuous than forecasting economics.?

Projecting the direction of home prices in several vital northern cities has grown more challenging the past year. In Boston, home prices have dipped during six of the past eight months, according to Case Shiller. In New York, property values have declined for seven consecutive months. Chicago, up a tick in April, has nonetheless posted seven price drops in nine months, the index shows.

?Is any of that political and financial uncertainty perhaps fueling some fall-off in home prices those metro areas??

?I guess it is. People are holding off ... People are hoping for prices to go back up (in those cities),? Shiller said. ?And we?ll see the shadow inventory converted into real inventory if people start to see the prices go back up.?

But in Chicago, where home prices are off 7.2 percent since last August, the Case Shiller index reports, some Realtors are blaming another segment of the home-financing equation.

?The appraisers are keeping the prices low,? said Patrick Hawkins, a broker with Dream Town Realty in Chicago.

The last time Chicago property values were this depleted on the Case Shiller index: November 2000.

?Buyers are willing to spend a little more money right now. Inventory is low. But the appraisers just are reticent to come in with a strong enough number,? Hawkins said. ??What I?m assuming an appraiser would say is: It?s the market conditions, it?s people not having enough jobs, it?s the economy.

?Appraisers ? they?re killing the market. The prices have been driven down, beaten to a pulp.?

(The housing market is showing signs of life, but is it time to buy or sell a home? Join us Wednesday for a live web chat with Stan Humphries, the chief economist for real estate website Zillow. You can sign up here to ask your questions during out web chat at noon ET.)
